Edit users and use More actions on the Seat types and true-up page

You can now edit user details and permissions in the Edit user panel on the Seat types and true-up page in Admin Center. The panel's More actions menu puts actions such as transferring Owner permissions, sending password reset emails, and managing MFA in one place, so you no longer need to switch to User Roles and Reports.
